1960년대 미 국방부 산하의 ARPA의 연구용 네트워크에서 시작한 인터넷은 최근 어 모든 경제적, 사회적 활동의 근간이 되는 없어서는 안 될 공공재로 다양한 분야에 용되고 있다. 국내에서도 1982년 서울대학교와 구미의 전자기술연구소 간의 SDN 통 이후 교육계와 연구계를 중심으로 인터넷이 확산되어 왔고 현재는 초고속 인터넷 및 이동 통신 분야에서 전 세계를 이끌어 가고 있다. 이러한 기술의 발전에 따라 늘어나고 있는 기업 및 시장의 요구를 충족시키기 위해 대학을 중심으로 컴퓨터 네트워크 및 데이터 통신 분야의 전공과목이 개설되고 많은 학생들이 졸업 후 관련 분야로 출하고 있는데 반해 실제 네트워크 운영 및 관리를 위한 실습은 잘 이루어지지 못하고 있는 실정이다.
